Unfortunately it's probably just too much trouble for them to go through without the possibility of seeing a large increase in revenue. There would likely need to be big changes in their computer systems that handle quotes, applications, billing, claims, etc. Unless they could see a big boost in subscribers, they're not going to want to go through that trouble now. I think it will be a while before private health insurance companies in Colorado are going to make any changes in that direction.
