		<description>This is very similar to the decision the department of insurance made not allowing health insurance companies to rate a group based on the health of the group.  An employer that works hard to keep his employees healthy has no incentive now.  Unhealthy groups are happy with the decision because they now have no reason to try to improve their health.</description>
