I don&#039;t have an issue with discussing end-of-life care, but I don&#039;t go for linking it to performance objectives for the provider or institution. 

What I&#039;ve read is that minorities are less likely to opt for hospice care, which I think is often a &quot;goal&quot; of an advanced directive about medical care. So I fear the bill with it&#039;s carrots/sticks will tend to make minorities feel pushed into choice they may later regret.</description>

This is a very timely issue for me, for I did provide in my will stipulations regarding end-of-life care.
In another week, I am updating my will to put even more &quot;teeth&quot; into denying &quot;futile&quot; care.

I would like to see a provision in the bill which provides a choice between expensive covered care, that could very well be ineffective, versus a reduced death benefit in lieu of that option.
This provision should also be in private medical policies.
The reduced death benefit could even be split between a beneficiary of the insured&#039;s choice and a qualified charity.
