I got the idea through participation in various blogs.
The goal is that insurers compete on value.
Being able to negotiate lower rates due to size would not be part of that value mix.

I just had an idea, so I&#039;ll throw it out for peer review.
What if the government said, &quot;We will reimburse all procedures according to the Medicare schedule, and providers can balance bill.
Then, it would seem to me that providers would then be competing on the basis of value.
In addition, insurers would not have the expense of negotiating and renegotiating prices.
Large insurers would have no advantage over smaller insurers, except in providing extra balance billing.
