The rationale behind full coverage for preventive care is, apparently, most people will not get the care unless it is completely covered.
That, if there is a specific fund to cover preventive care, by using these dollars, people would feel they are sacrificing something of value to get the care (a sacrifice many are unwilling to make).
If this is true, that people are unwilling to use a savings account to access preventive care, which is an easy thing to do  -  will they be able to live healthy lifestyles, which is a hard thing to do?
