That&#039;s a good idea too.  Although I&#039;d prefer to see it without the age 30 starting point.  People in their 20s are generally the healthiest demographic, and we desperately need them to be in the health insurance pool in order to offset the cost of care for people who are older and less healthy.
People in their 20s are also the most likely to go without health insurance, and an extra financial motivator to get them into the insurance system would be helpful.</description>

What I would support is something more like Australia&#039;s system:  Individuals who go bare after age 30 incur a &lt;i&gt;lifetime&lt;/i&gt; surcharge on any insurance premiums equal to 2% per uncovered year up to a maximum of 20%.</description>

I understand the anxiety over not having full coverage from the get-go.
However, actuarially, none of us are getting healthier as we age.
It makes little sense to be just as concerned about tomorrow than it is to be concerned 2 years from tomorrow.
Maybe this short-term thinking is what has gotten us into this predicament.
