It appears that policies that use rate increases rather than exclusions won’t be impacted at all, and policies that use exclusions will still be able to decline applicants, including children, until 2014.

The choice to be uninsured would come with consequences, but it would still be a legal choice. This would allow people to make their own decisions, but would also protect health insurance companies and people who maintain continuous coverage.
